To—The King ! Shelter of the World
RESPECTFULLY SHEWETH,— That before men are employed in the Magazine, it is necessary that each individual should be made to declare his place of residence; and the correctness of his statement on this point should be tested by a reference to the place itself, or he might be made to furnish security. And further, a descriptive roll of him should be prepared and should be placed in the office, and he should then be employed. If these precautions are observed, no fears for the safety of the Magazine need be entertained; but if, without inquiry, every one is indiscriminately engaged, emissaries of the enemy may obtain admission, and cause much damage. Moreover one officer with a clerk, might be stationed in the Magazine, for the sole purpose of mustering and inspecting the labourers, morning and evening, to see that no strangers or agents of the enemy are admitted. Your slave presents this petition solely from feelings of zeal, and relies on Your Majesty’s kindness and consideration for the issue of orders, under Your Majesty’s signature, that efficient arrangements for the protection of the Magazine may be observed.
