In acknowledging receipt of your Confidential Memorandum, No. 109, dated 11th December last, I am directed to state that His Excellency the Viceroy and Governor-General in Council entirely approves of your proceedings as therein reported and of the advice which you have caused to be conveyed to the Ameer of Yarkund and Kashgar regarding his relations with foreign Powers.
